Antitrust to determine fine for operators on intra-net roaming Sep

MOSCOW, Aug 8 (PRIME) -- Russia’s Federal Antimonopoly Service has noted violation of warrants on intra-network roaming by mobile operators and will determine the size of a fine in September, Deputy Director Anatoly Golomolzin told reporters on Wednesday upon results of consideration of the corresponding case.

“The issue on sanctions for violation of the antimonopoly law is already being solved under the code of administrative offences. Within the case, we stated the fact of violation. We said we won’t issue a warrant on elimination of the breaches, because they were already mended during the study of the case,” Golomolzin said.

“Sanctions will be taken under the code of administrative offences. I think a decision will be made during September.”

Intra-network roaming applies when an operator uses various tariffs for different regions of the country.

The Federal Antimonopoly Service ordered in August 2017 the country’s four major mobile operators – MTS, MegaFon, VimpelCom, and T2 RTK Holding – to execute the warrant on unjustified high prices in intra-network roaming by December 15 of the same year, which meant abolition of roaming.

In mid-December 2017, the watchdog extended the time to cancel intra-network roaming for MTS, MegaFon, and VimpelCom till January 31 and till August 31 for T2 RTK Holding.

The service opened cases in March against MTS, MegaFon, and VimpelCom after finding their reports on the abolition of intra-network roaming as failing to be up to the earlier issued warrants.
